Scale factor in display settings gui only changes the size of the cursor

If I remember correctly this setting wasn't present when I first switched to Solus so I would adjust scaling using the gsettings commands:

gsettings set org.gnome.settings-daemon.plugins.xsettings overrides "{'Gdk/WindowScalingFactor': <2>}"
gsettings set org.gnome.desktop.interface scaling-factor 2

I am wondering if the gsettings commands can't be overridden by whatever is happening when the setting is switched in gui, or if not, what else might be the cause of this problem. The other problem is with the commands I'm using the settings can't be done separately for multiple monitors, I'd really prefer to use the simple little buttons in display settings if possible.

Edit: Forgot to specify, I am using Budgie.
