No, it's a MATE applet. As for Budgie I've just looked and found gnote in the repository.

Ok, thank you for this answer. But GNote has no sticky notes. This is what i mean (Example):

Its not a Sticky note style or like what your image shows . but I have been testing https://standardnotes.org/
It has an appimage that works fine on my solus budgie system. Encrypted and syncs to my phone.
